Paid Family and Medical Leave (PFML)

Salisbury University (SU) values its employees and recognizes the challenges of balancing work and personal responsibilities—especially when those responsibilities involve an employee’s own health or the care of family members.

Beginning July 1, 2026, the University System of Maryland (USM) will implement a new Paid Family and Medical Leave (PFML) program. This benefit provides eligible employees with paid, job-protected leave for qualifying family, medical, and certain military-related reasons.

The PFML program was established under Maryland law and applies to Executive Branch employees, including those within USM. It is important to note that this USM-administered PFML program is separate from the State’s Family and Medical Leave Insurance (FAMLI) program, which is currently scheduled to take effect on January 1, 2028.

USM employees are not covered by the State’s FAMLI insurance program. PFML benefits will continue to be administered directly by USM.

Where applicable, PFML and FMLA will be used concurrently.

PFML Forms

The following forms are used in association with the Maryland Paid Family and Medical Leave (PFML) program:

Form 1 (linked below) is used to request leave that may qualify under the federal Family and Medical Leave Act (FMLA), and/or the Maryland Paid Family and Medical Leave (PFML) program applicable to eligible USM employees. Medical information must not be included in this form.

Form 3A (linked below) is used to evaluate whether the employee’s health condition qualifies for leave under the federal FMLA and/or Maryland PFML program.

Form 3B (linked below) is used to evaluate whether the employee’s family member health condition qualifies for leave under the federal FMLA and/or Maryland PFML program.

Form 3C (linked below) is used to evaluate whether leave qualifies under the federal FMLA for Military Caregiver Leave involving a Covered Servicemember. Please note: Military caregiver leave is administered under federal FMLA provisions and may not qualify for the Maryland PFML program.

Form 3D (linked below) is used to evaluate whether leave qualifies under the federal FMLA for Qualifying Exigency Leave arising out of a family member’s covered active duty or call to covered active duty in the Armed Forces. Please note: Qualifying exigency leave is administered under federal FMLA provisions and may not qualify for the Maryland PFML program.
