Mr. Mark Romano

General Counsel

Mark Romano was named Salisbury University’s General Counsel effective May 2026.

Mark received his J.D. from St. John’s University School of Law and a B.A. in economics from the College of William & Mary, where he was a member of the Tribe baseball team.

Prior to joining SU, Mark was a career civilian attorney for the Department of the Navy Office of General Counsel. Most recently, from 2021-26, he served as the Counsel for the Commandant of the Marine Corps, where he was the senior civilian legal advisor for the United States Marine Corps overseeing a global law practice for all business-related legal issues, including procurement, personnel and labor, financial, environmental, real estate, intellectual property, legislation and ethics matters. From 2019-21, he was the Assistant General Counsel (Manpower and Reserve Affairs), the principal legal advisor to the politically appointed Assistant Secretary of the Navy (Manpower and Reserve Affairs) for all business legal matters, with an emphasis on military and civilian personnel law, as well as the coordination of efforts worldwide in labor and employment litigation.

Appointed to the Federal Senior Executive Service in 2014, Mark has earned multiple honors including the Department of the Navy Meritorious Civilian Service Award, three Department of the Navy Superior Civilian Service Awards, the Department of the Navy Distinguished Civilian Service Award, the Department of Justice’s John Marshall Award, and the Presidential Rank Award for Meritorious Executive.

Born in Washington, D.C., Mark is a lifelong resident of Maryland. He and his wife have two daughters.
